11: City,/ <br />im Louisville <br />COLORADO • SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 4 <br />SUBJECT: <br />UPDATES FROM SHERIFF PELLE AND REQUEST FOR <br />POSITION ON BOULDER COUNTY BALLOT MEASURE 1A <br />DATE: SEPTEMBER 11, 2018 <br />PRESENTED BY: MEGAN DAVIS, DEPUTY CITY MANAGER <br />DAVE HAYES, CHIEF OF POLICE <br />SUMMARY: <br />Boulder County Sheriff Joe Pelle will provide an update on current Boulder County <br />Sheriff Office issues, and will discuss a request for City Council support on Boulder <br />County ballot measure Issue 1A. <br />Boulder County has placed on the ballot a request for voters to approve a five-year <br />extension of a .185% sales tax to fund an alternative sentencing facility. The tax was <br />originally approved in 2014 to fund flood recovery and mitigation efforts. If approved, the <br />tax would generate approximately $10 million per year between Jan. 1, 2020 and <br />December 31, 2024. The funding would be dedicated to supporting the construction of a <br />new alternative sentencing facility and upgrades to the Boulder County jail. More details <br />on the ballot issue and ballot title can be found in the attachments and in Agenda item <br />#5, where Council will be asked to consider a position of support for Boulder County <br />ballot measure 1A. <br />FISCAL IMPACT: <br />If passed, the ballot issue would have no impact on the current sales tax in the City of <br />Louisville, as this is an extension. If it does not pass, the City sales tax would decrease <br />by .185%. The City would not receive any direct financial benefit from the funding, <br />although the expansion of diversion and alternative sentencing amenities, and jail <br />improvements, would be utilized by the Louisville Police Department referrals to the <br />County jail. <br />PROGRAM/SUB-PROGRAM IMPACT: <br />This program could impact the Public Safety and Justice Program goals, in ensuring <br />that the justice system is fair, effective and efficient. <br />ATTACHMENT(S): <br />1.
