Call to Order: The meeting was called to order at 6:32 pm. <br />a. Approval of June 20, 2018 Meeting Minutes: Approved minutes with no changes. <br />c. Approval of July 18, 2018 Meeting Minutes: Approved minutes with no changes. <br />d. Public Comments on Items Not on the Agenda: None <br />Mark: Al Organics update. Proposal form plasma development at Weld <br />county property. Extraction of materials and sell back to users. Seems like <br />a good project. The dispute is ongoing with the neighbor. April hearing on <br />the dispute of leakage from Al onto neighbor's property. Odors and ground <br />water contamination. Not verified by state officials. Postponed until <br />November. Fence was proposed by Al organics. Owner seems open to the <br />idea. Minutes have been slow to come to light. State inspections have been <br />successful. <br />II. Dan : Green roofing guides available from planning department <br />III. Sue : Planning has hired 5 new employees to process over 2,000 permits. <br />There is a current backlog on permits <br />e. Sue's Minute: <br />I. Mayor appointed himself to the climate action committee, the crowd roared in <br />response. <br />II. Renewable connect in this last round help with changing the building to 100°/0 <br />renewable <br />III. Council is reviewing Marijuana rules and regulations. Two readings. County has a <br />marijuana energy offset penalty of $.02 KW per hour penalty. Sue thinks it is a <br />50/50 council vote on allowing grow operations. The council is looking at all the <br />regulations currently on the books for marijuana. Coming up in October. <br />IV. Gentleman is looking at a local grow operation on conventional vegetables. <br />V. Sam's club location is still for sale. The location is a complicated code zone. The <br />city is doing a marketing study on what would be feasible in that location. <br />VI. Second reading of building codes. IECC going for 2018 instead of 2013. This <br />would be leapfrogging 2013 which may cause more issues.
