City Council <br />Meeting Minutes <br />September 17, 2018 <br />Page 9 of 11 <br />Public Comment — None. <br />Councilmember Leh moved to approve Resolution No. 43, Councilmember Stolzmann <br />seconded. <br />Vote: All in favor. <br />Resolution No. 44, Series 2018 — Deputy City Manager Davis stated this resolution <br />supports changes to the state constitution creating a new process for how <br />congressional redistricting occurs. This amendment is consistent with our goal to <br />support good governance. <br />Public Comment — None. <br />Councilmember Loo moved to approve Resolution No. 44; Councilmember Leh <br />seconded. <br />Councilmember Maloney stated while he personally supports these he is not sure the <br />Council should weigh in on as it is more on a Federal level. He asked are we weighing <br />in on something that does not have a local impact. <br />Councilmember Leh stated for him there is nothing more fundamental in governance <br />than proper representation. He added that resource allocation from the Federal <br />government affects us and so then does our representation there. <br />Councilmember Loo stated there are good arguments on both sides, but as noted last <br />time, we as a City have traditionally stayed out of issues that are not specific to <br />Louisville. While she personally supports these she doesn't think we should be getting <br />into areas we don't need to. <br />Councilmember Stolzmann stated that now that these two items are before us it might <br />confuse people if we vote no; a no vote will be. misconstrued. We should have a policy <br />in place by which we can evaluate future ballot issues. For tonight she will vote in favor <br />so as not to confuse the issue. <br />Councilmember Keany does personally strongly support these but stated that as a city <br />we dilute our influence if we take a stand on those things not directly impacting our <br />community. <br />Vote: In favor Councilmember Stolzmann, Councilmember Maloney, and <br />Councilmember Leh; oppose Councilmember Keany and Councilmember Loo.
