CITY OF LOUISVILLE
BUILDING CODE BOARD OF APPEALS
Minutes January 20,2000
Board Members Present: Greg Culhson
Robert Spencer
Ray Schlott
Charles Keim
Staff: Tom Talboom, Chief Buildmg
Official
Kathleen Kelly, City Attorney
1 Call to Order: The meeting was called to order at 7.00 p.m.
2. Roll Call: All Board members were present with the exception of Giles
Schurman(excused)and Erik Hartronft(unexcused).
3 Discussion of Ordinance No. 1316 series 1999:
Thomas Talboom—I have given the Board Members a copy of the ordmance. The format I used
was a double strike through the provisions which are being changed.
On page 4,number 3, sections 105 4 through 105 4 6 in the IPC deal with alternate engineering
design methods. The attorney for the Plumbing Board sent a letter to the City Council which
included a copy of the Plumbing Board minutes. One of the things that they adopted was
appendix L,to the 1997 UPC. This addresses engineered systems and alternate materials and
equipment not specifically covered under other parts of the Code. In light of this I think it is
prudent for us to look at keeping the provisions for engineered systems.
I have also included the State Plumbing Board decision on the PEX for water distribution
systems.
I think we should consider putting sections 105 4 through 105 46 back into our code adoption
ordinance.
The bottom line would be is if I don't feel comfortable approving an engineered system it would
come before the Board as an appeal item.
Chuck Keim—I don't usually see a lot of engineered designs. There would have to be a very
good reason for it. This gives flexibility within the code.
1
