If it is vacant it should not be a distraction to the neighbors if it is there for a long time. Councilmember Loo stated her concern was there was no time frame attached to it and how it would be applied She asked staff for suggestions. Director Zuccaro stated a condition could be added that once the other five buildings are complete or the permits expire then that condition would have to be met. That gives them the ability to stage on that lot for those five building until they are complete Councilmember Loo agreed to that.
