Section 1: General Provisions <br />1.1 PURPOSE. These sign regulations are established to safeguard <br />the health, safety, convenience, order and welfare of all residents and <br />visitors of Louisville. The City of Louisville recognizes that signs may act <br />as a visual means of communication between the public and businesses <br />and those businesses have an expectation of using signs to identify and <br />advertise themselves. <br />Specifically, the purpose of these regulations is to provide a balanced and <br />fair legal framework for the design, construction, and placement of signs <br />that: <br />1. Enhance the City's economy and its businesses by promoting <br />reasonable, orderly, and effective signs which assist in wayfinding <br />and achieve better communication with the public; <br />2. Promote the efficient communication of messages, ensure that <br />persons exposed to signs are not overwhelmed by the number of <br />messages presented, and enhance the appearance and economic <br />value of the landscape by reducing and preventing sign clutter; <br />3. Encourage creativity and innovation consistent within the <br />established principles of the City's Design Guidelines; <br />4. Ensure that signs are compatible with their surroundings, and <br />prevent the construction of signs that are a nuisance to occupants <br />of adjacent and contiguous property due to brightness, reflectivity, <br />bulk, or height; <br />5. Ensure commercial signs are designed for the purpose of <br />identifying a business in an attractive and functional manner; <br />6. Ensure signs on the facade of buildings reinforce the City's <br />existing character and are complimentary to the architectural <br />design of Louisville's commercial districts; <br />7. Require compatibility with the historic architectural character and <br />pedestrian scale of Downtown Louisville; <br />8. Provide fair and consistent permitting and enforcement, and <br />9. Promote the safety of persons and property by ensuring that signs <br />do not create a hazard by: <br />a. Confusing or distracting motorists; or <br />b. Impairing drivers' ability to see pedestrians, obstacles or other <br />vehicles, or to read traffic signs. <br />City of Louisville Sign Code <br />13 <br />
