SUBJECT: TRANSPORTATION MASTER PLAN PRELIMINARY PROJECT LIST <br />DATE: MARCH 28, 2019 <br />PAGE 2 OF 5 <br />• Downtown Connector Project: This could be a marquee project providing a <br />grade separated multi -modal path connection between The Rec Center/Via <br />Appia and Downton that includes series of at grade crossing and multi -use path <br />improvements. <br />Attached are maps showing the location of proposed projects for each category listed <br />above. The spreadsheet <br />includes preliminary staff ratings within each project category and an explanation of <br />funding scenarios, which are discussed in more detail below. <br />Preliminary Project Ratings: <br />Staff has provided a preliminary rating for projects within each project category as a <br />starting point for the Council discussion. This is intended as an exercise to aid in <br />discussion is not intended to lead to final determinations on project prioritization. Staff <br />from Planning, Public Works, Parks, Trails and Open Space, and the City Manager's <br />Office all met to discuss each proposed project in detail, and then provided individual <br />ratings, which were then averaged. Ratings are on a scale of 1-10, with the higher the <br />number more closely aligning with project goals and more specific "prioritization <br />considerations" developed by staff (see below). The Downtown Connector was not <br />rated since it is a mix of several at grade crossing and multi -use path improvements. <br />There are also a few projects that were added after the preliminary rating process with <br />no rating attached. <br />The rating is intended to help determine the priority of each project, especially under a <br />limited funding scenario. It should be noted that each project was rated independently, <br />and against other projects within that category. There are some projects that when <br />completed together, create some synergy around transportation goals or <br />operational/capital efficiency in construction. Staff attempted to include those projects <br />together in a scenario so that they may be completed within the same timeframe. For <br />the final TMP, staff recommends translating the ratings to a high, medium and low <br />scale, which can then be used for funding and capital improvement plan (CIP) <br />prioritization discussions and budget adoption processes. <br />TMP Project Goals: <br />Louisville's transportation network will: <br />1.
