Department and the proposed Capital Improvement program for 1998 and the four years beyond that. <br />The Planning Commission had requested a Work Session with Council to discuss how land use <br />applications are processed and the Downtown Design Guidelines, specifically the parking plan. He <br />stated that staff had been working with Barry Morris and his contractor on their Louisview project <br />along McCaslin Boulevard to see whether or not there could be a tie-in for the construction of the <br />South Boulder Road pedestrian underpass. Staff asked them for a bid on that. The budget had <br />appropriated approximately $400,000 for that project. There are other sources of revenue that come <br />into this project. As of Friday, the City had received a quote of a little over $490,000, 20% higher <br />than budgeted. Other work involved would be testing and engineering, and there was an option for <br />two head walls at $30,000. The work would take approximately six weeks. South Boulder Road <br />would be torn up and the traffic would detour onto Morris' property. He suggested going to bid on <br />this in the spring when weather is better. <br /> <br />Sisk agreed with waiting until spring and he wanted to make sure Public Service easements had been <br />resolved. <br /> <br />Simmons stated that he and the Mayor had met with the Postal authorities concerning the new post <br />office ranging in size from 25,000 - 29,000 s.f. The existing facility is 7,900 s.f. They will need 2.5 - <br />3 acres, which may not be available in the downtown area. They are committed to maintaining a <br />postal facility, Finance Office, in downtown Louisville. The carrier operation would be moved out <br />of the downtown, eliminating much of the traffic. <br /> <br />Howard wanted to know the possibility of that space being used as parking. <br /> <br />Simmons stated that it had not been discussed at this point. He pointed out that the building and the <br />parking lot are leased by the Post Office, including the lot to the south. <br /> <br />COUNCIL COMMENTS AND COMMITTEE REPORTS <br /> <br />Keany informed the everyone that nothing had been finalized concerning the prairie dogs on Via <br />Appia. <br /> <br />ADJOURNMENT <br /> <br />Sisk moved that Council adjourn, seconded by Keany.
