City Council <br />Meeting Minutes <br />July 9 2019 <br />Page 4 of 6 <br />exercise One such recommendation was to update the City's Emergency Operations <br />Plan (EOP) She introduced Mike Chard from BOEM <br />Chard stated the flood of 2013 affected all of the municipalities in Boulder County and <br />was big enough to receive a presidential disaster declaration where all categories of <br />public assistance were awarded One part of qualifying for that declaration is the adoption <br />of an emergency operations plan In 2013, not all municipalities had adopted one By <br />Louisville adopting an EOP it allows the City to get coverage for the FEMA qualification It <br />also allows the City to know it is able to get assistance from the County when needed <br />An EOP outlines multi -agency coordination and how to keep everyone coordinated at all <br />of levels of government. This is for disaster management and would address sustained <br />events that affect the community and affect resources Chard stated the plan is kept <br />current to organize the ground response in a disaster It is to be used on top of all of the <br />Cities own continuation of operation plans <br />Councilmember Maloney asked Chief Hayes if there will be budget requests coming <br />forward to support this Hayes stated there are no costs for this emergency planning, <br />there would be costs in the event of a disaster <br />Chief Hayes stated the County operation is well run and their services are excellent. He <br />supports the resolution Fire Chief Willson agreed and he too supports this It is a great <br />plan and they do good work. <br />Public Comments — None <br />Councilmember Keany moved to approved Resolution No 22, Series 2019 <br />Councilmember Maloney seconded <br />All in favor <br />MARIJUANA CULTIVATION AND EXCISE TAX BALLOT ISSUES <br />ORDINANCE NO 1776, SERIES 2019 — AN ORDINANCE IMPOSING AN EXCISE TAX <br />OF UP TO TEN PERCENT ON RETAIL MARIJUANA CULTIVATION FACILITIES <br />BEGINNING JANUARY 1, 2020, TO BE IMPOSED ONLY IF THE REGISTERED <br />ELECTORS OF THE CITY APPROVE A BALLOT QUESTION PERMITTING SUCH <br />CULTIVATION FACILITIES WITHIN THE CITY, AND PROVIDING FOR THE <br />SUBMISSION OF THE ORDINANCE TO A VOTE OF THE REGISTERED ELECTORS <br />AT THE REGULAR ELECTION TO BE HELD NOVEMBER 5, 2019 —1ST READING, <br />SET PUBLIC HEARING 7/23/19 <br />City Attorney Kelly introduced the ordinance by title Mayor Muckle moved to approve the <br />ordinance on first reading and set the public hearing on July 23, seconded by <br />Councilmember Loo <br />
