II: Cityof <br />lom Louisville <br />COLORADO - SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 2 <br />SUBJECT: <br />DISCUSSION/DIRECTION — SETTING RENEWABLE ENERGY <br />AND CARBON EMISSION REDUCTION GOALS <br />DATE: JULY 30, 2019 <br />PRESENTED BY: SUSAN LOO, CITY COUNCILOR <br />ASHLEY STOLZMANN, CITY COUNCILOR <br />KATIE BAUM, SUSTAINABILITY SPECIALIST <br />EMILY HOGAN, ASSISTANT CITY MANAGER FOR <br />COMMUNICATIONS & SPECIAL PROJECTS <br />SUMMARY: <br />In 2018, the City entered into a partnership with Xcel Energy through its Energy Future <br />Collaboration program. The program establishes a voluntary partnership between the <br />City and Xcel with the goal of developing a strategy for achievement of a shared vision <br />through collaboration focused on innovation, clean energy, economic development, <br />customer programs and technology. The City and Xcel established a work plan to guide <br />activities throughout 2019 and 2020. A major project from the work plan includes setting <br />alternative energy and carbon emission reduction goals. <br />BACKGROUND: <br />Developing renewable energy and carbon emission reduction goals can help establish a <br />clear commitment and provide a baseline in which the City and community can measure <br />its progress towards achieving a sustainable future. <br />Throughout 2019, the City and Xcel have met to discuss current data, available <br />programs and goal -setting for municipal and community -wide energy usage and <br />renewable energy. Based on data provided by Xcel, Council Liaisons Loo and <br />Stolzmann and staff developed proposed municipal and community goals for City <br />Council to consider. City size, financial scope, operational implications, timeline, <br />partnerships and resources available have been considered when analyzing the <br />feasibility of these goals. <br />Xcel Renewable Energy Mix <br />Xcel's current alternative energy resource mix is 29% carbon -free. By 2025, this will <br />increase to 55% and to 100% by 2050 according to Xcel's energy plan. <br />Current Carbon -Free Summary <br />In 2018, the City's municipal facilities utilized 7,328,349 kWh. 46% of energy use was <br />carbon -free between its Renewable Connect subscription and Xcel's current renewable <br />energy breakdown. Louisville as a community, which includes municipal residential and <br />commercial/industrial premises, utilized 202,568,677 kWh. 32% of energy use was <br />CITY COUNCIL COMMUNICATION <br />
