SUBJECT: <br />ENERGY/EMISSION REDUCTION GOALS <br />DATE: <br />JULY 30, 2019 <br />PAGE2OF4 <br />carbon -free through residential use of Xcel's programs and Xcel's current renewable <br />energy breakdown. <br />Current Carbon Emissions Summary <br />In 2018, The City's municipal emissions was 3,265 mt CO2/MWh from electric and <br />1,021 mt CO2/Th from natural gas. The community's municipal emissions was 108,207 <br />CO2/MWh from electric and 53,243 CO2/Th from natural gas. <br />The total greenhouse gas (GHG) emissions for the community was 260,795 mtCO2e, <br />which accounts for 5% of Boulder County's total GHG emissions. Electricity was the <br />largest source of total emissions at 50% and followed by natural gas at 17%. The <br />commercial/industrial sector produced 59% of total energy -related (only electric/natural <br />gas) emissions. Residential use produced 38% and municipal facilities produced 3%. <br />Other Communities' Goals <br />The following municipalities have adopted similar renewable energy and carbon <br />emission reduction goals: <br />• Lafayette — 100% renewable energy for electric by 2030 and 80% reduction in <br />GHG emissions community -wide by 2050 <br />• Lakewood — 45% of municipal, residential and commercial/industrial energy from <br />renewable sources by 2025; reduce community -wide GHG emissions by 50% <br />below 2007 levels by 2050; and reduce municipal GHG emissions annually <br />through 2025 <br />• Longmont — 100% renewable energy mix by 2030 and reduce GHG emissions by <br />66% from the 2016 baseline by 2030 <br />• Boulder County — 100% of municipal renewable energy for electric by 2025; <br />reduce County -wide GHG emissions by 45% below 2005 levels by 2030; and <br />reduce County -wide GHG emissions by 90% below 2005 levels by 2050 <br />Municipal Proposed Goals <br />• Meet all Louisville's municipal electric needs with 100% carbon -free sources by <br />2025. This results in a 28% gap in 5 years assuming Xcel meets its 55% carbon - <br />free goal by 2025. <br />• Reduce core municipal GHG emissions annually below the 2016 baseline <br />through 2025. <br />Community Proposed Goals <br />• Generate 75% of Louisville's residential and commercial/industrial electric needs <br />from carbon -free sources by 2030. This results in a 17% gap in 10 years <br />assuming Xcel meets its 55% carbon -free goal by 2025. <br />CITY COUNCIL COMMUNICATION <br />
