SUBJECT: <br />ENERGY/EMISSION REDUCTION GOALS <br />DATE: <br />JULY 30, 2019 <br />PAGE3OF4 <br />• Reduce core community GHG emissions annually below the 2016 baseline <br />through 2030. <br />Potential Municipal Strategies to Achieve Goals <br />• Reduce internal energy consumption: <br />o Annually track building energy usage, perform energy/building <br />assessments, evaluate and perform mechanical/lighting upgrades and <br />reduce plug loads in City -owned facilities <br />o Require that all existing, eligible City buildings achieve EnergyStar <br />recognition by 2025 <br />• Increase adoption of carbon -free energy: <br />o Participate in Xcel's carbon -free programs like Renewable Connect, <br />Windsource and Net Metering as they become available and financially <br />feasible <br />o Explore opportunities to expand capacity of on -site solar electric/solar <br />thermal generation <br />Potential Community Strategies to Achieve Goals <br />• Increase energy efficiency in residential and commercial/industrial buildings: <br />o Continue to support EnergyStar and Partners for a Clean Environment <br />(PACE) services for Louisville residents and businesses <br />o Continue to support Xcel residential and commercial/industrial rebates and <br />resources to enhance community energy efficiency <br />o In partnership with Boulder County and County municipalities, explore <br />benchmarking requirement for commercial/industrial building owners for <br />facilities that exceed 20,000 sq. ft. to rate their energy use and report <br />energy metrics to the County <br />• Ensure that Louisville residents and businesses have opportunities to access <br />carbon -free energy <br />o Assess City policies to identify barriers to residential and <br />commercial/industrial on -site energy generation <br />o Encourage and educate residents and businesses on renewable <br />programs, on -site and off -site carbon -free energy projects <br />o Identify potential opportunities for public/private renewable energy access <br />and development, including on -site, community shared and centralized <br />systems <br />Communications and Transparency <br />To achieve the proposed goals, all sectors of the community will need to be aware of <br />the goals, engaged and educated on programs and resources available and informed <br />CITY COUNCIL COMMUNICATION <br />
