City <br />f <br />Im Louisville <br />COLORADO - SINCE 1878 <br />Open Space Advisory Board Meeting Minutes <br />Wednesday August 14, 2019, 7:00pm <br />Louisville Public Library: First Floor Meeting Room <br />951 Spruce Street <br />1. Call to Order <br />Laura called the meeting to order at 6:57 pm. <br />2. Roll Call <br />Board Members Present: Laura Scott Denton, Peter Gowen, Fiona Garvin, Helen <br />Moshak, Missy Davis, David Blankinship, Tom Neville <br />Board Members Absent: None <br />City Council Members Present: Bob Muckle <br />Staff Members Present: Ember Brignull, Nathan Mosley <br />3. Approval of Agenda <br />Peter moved to approve the agenda as written. Missy seconded. The motion passed <br />unanimously. <br />4. Approval of Previous Meeting's Minutes <br />Peter moved to approve the minutes as written. David seconded. The motion passed <br />unanimously. <br />5. Staff Updates— Ember <br />See updates provided by Ember on page 5 of the August 2019 OSAB Meeting packet. <br />Ember provided this additional information: <br />A. Ember delivered letters from House of Representatives (Joe Neguse) to each <br />OSAB member. The letters thanked us for our service in connection with National <br />Parks and Recreation Month. <br />B. Hwy 42 underpass status: contractor should be on site next week; utilities will be <br />moved during the following month. The project is estimated to take one year. <br />C. Nathan reported on a situation which potentially affects the acquisition table. <br />Louisville, Lafayette and Boulder County staff met with the property owner to <br />discuss potential options for acquiring the property(s) and timelines. Goals that <br />will guide these discussions include: protection of the riparian corridor, additional <br />agricultural land and trail alignments. The City is planning to have appraisals <br />done as part of the due diligence process. <br />6. City Council Liaison Update <br />A. Brue Baukol is doing a public presentation on their development plans for the <br />Conoco -Phillips property on Monday 8/19/2019 from 6:00-8:00pm at the <br />Louisville Recreation Center. They are proposing a lot of Open Space & trail <br />corridors as well as an anchor tenant, senior housing, and retail.
