h. There was a brief discussion about moving the meetings--- we can address this at the <br />January meeting. <br />X. City Council Report (Jeff): <br />a. New City Council members coming in November. <br />b. Looking forward to hiring the new Economic Vitality Director —outgoing person was <br />good but sometimes "fresh eyes" are helpful. <br />c. Went through the budget process a bit —talked about the biannual aspect — see Agenda <br />Item XI. <br />XI. 2020 Budget Discussion <br />a. Adam asked how early may we start talking about the 2012-2022 budget? <br />b. Jeff said 2020 will be finalized in about 2 weeks, and Council will start working on the <br />next 2-year budget in January 2020. <br />i. Council is discussing some new methods for budgeting. <br />ii. These will go through all the Dept heads and the City Manager. <br />c. Sales tax revenue might start to decline —there was a big boost because of the <br />hailstorm, but that is almost over. <br />d. Adam asked about the money for public art. <br />i. Katie said she is looking at that, but nothing is for sure yet. <br />ii. Debbie asked if we could use that money to pay for the Sky sculpture —Katie <br />said she would find out. <br />iii. Debbie asked when we could put our budget forward. <br />XII. Public Art (Kate): <br />a. Kate explained the reflective sculpture, showed pictures of Robert Romero's work. <br />i. He can't do one exactly like the photos but could do a very similar piece. <br />b. Katie went through the process of how a public art project gets approved: <br />i. LCC puts in a proposal. <br />ii. Council looks over the proposal for 45 days. <br />iii. If all goes well, project could be ready to go by January. <br />c. Mark moved; Mike seconded for LCC to purchase a sculpture by Robert Romero, all <br />approved. <br />d. We went through the evaluation criteria for public art in Louisville. <br />e. Beth moved, Kim seconded to send the purchase to the City for public notice and public <br />comment. <br />f. Jeff asked about a site visit to see other work by the artist —it was decided that was not <br />needed. <br />g. Mark presented about the Public Arts Sub -Committee progress: <br />i. Have several projects under consideration. <br />ii. Will pull together a report to present to full LCC in the spring; about six months <br />from now. <br />XIII. Art Grant Application Review: <br />a. Mark said he thinks there is too much performance art but is willing to see what <br />happens with applications this year. <br />
