McCaslin Blvd.
Liquor Code Violation - Stipulation, Agreement and Order.

Attorney Light, noted one change to the Stipulation and Agreement, as it appeared in the packel~. On
page 2, Item 6. an additional sentence is proposed to reflect that current employees shall complete the
next training session offered at the City of Louisville, at~er the date hereof, and that new employees shall
complete training within sixty (60) days of commencing employment. The licensee and his attorney have
agreed to the amended stipulation.

Request for Temporary Permit, pending transfer of a Hotel & Restaurant License - RT
Denver Franchise, L.P. Boulder Road.

Kimmett asked why the request for temporary permits have been filed prior to the transfer of the liquor
license and if the Authority could approve the temporary permits without first reviewing the transfer of
the licenses.

Attorney Light explained that the transfer licenses will be brought before the Authority at the next.
meeting in April and the Authority can approve the temporary permits pending consideration of the actual
transfer of the license. According to the Authority By Laws, and the State Statutes, the Authority
Secretary can approve the temporary permits within five days of the filing of application. A temporary
license is valid for 120 days, or until approval or denial of a transfer application, whichever occurs first.
The Authority has-discretion to extend a temporary permit for an additional 60 day, if needed.

Attorney Light explained that the Authority could not act upon the transfer applications at this time,
because neither party has taken possession of the properties in question. The temporary permit allows
them to take possession and temporarily operate, until the transfer application is approved or denied.

2
