City Council Finance Committee <br />Meeting Minutes <br />11/22/19 <br />Page 4 of 5 <br />Parks, Recreation & Open Space Director Nathan Mosely requested the Finance <br />Committee meetings be scheduled for later in the month to allow staff appropriate <br />time to prepare the monthly dashboards. Finance Committee Member Leh <br />requested the meetings also be held later in the day. <br />Finance Committee Chairperson Maloney stated that he and Finance Director <br />Watson would work together on the 2020 Finance Committee Work Plan. <br />The reports and corresponding narrative can be located in the packet of the <br />November 22, 2019 Finance Committee Meeting. <br />STAFF REPORTS/UPDATES/DISCUSSIONS <br />Renewal & Replacement Worksheets <br />Director Mosely stated the worksheets were being worked on and that staff needs <br />time to perform a full inventory and develop a replacement schedule. Committee <br />Members and staff determined the end of 1st Q or beginning of 2nd Q should be <br />sufficient. <br />Director Mosely also stated that the RAB Committee will be meeting to discuss <br />policies and guidelines for senor and youth program pricing, and asked that the <br />review of the Recreation Center Fees and Rate Structure be delayed to late 1st or <br />early 2nd quarter 2020. <br />Other Staff/Committee Discussion <br />Finance Committee Member Leh stated that he does not want City Council or the <br />Finance Committee to drive any future KPI discussions. City Manager Balser <br />stated that staff has issued an RFP for a consultant to assist to review the current <br />KPI's and processes, and to integrate them more fully into the City's culture. <br />Member Leh also asked about discussions regarding the City's Business <br />Assistance Program. Chairperson Maloney stated that the process had been <br />discussed by the Finance Committee and that several policies and processes were <br />proposed but not yet implemented. City Manager Balser stated that once the new <br />Economic Vitality Director is on board, discussions surrounding strategy, criteria, <br />and the role of the newly formed Economic Vitality Committee will begin. <br />DISCUSSION ITEMS FOR THE NEXT REGULAR MEETING <br />The next regular Finance Committee Meeting is scheduled for Monday, December <br />16, 2019 at 3:00 p.m. <br />Items scheduled for discussion at the next meeting include: <br />• Budget/CIP Calendar, Process & Forms <br />• Work Plan <br />
