Staff believes the proposed changes, specifically the changes to the front façade, would result <br />in the loss of the historic character of the historic building. Section 15.36.120 of the LMC gives <br />the criteria for evaluating alteration certificates and based on the proposed design, staff finds <br />that the proposed design fails to meet the standards. <br /> <br />GRANT REQUEST: <br />The applicant is requesting approval of a Preservation and Restoration Grant for rehabilitation <br />and restoration work on the structure at 925 Jefferson Avenue. The total grant request is <br />$122,937. This grant would be in addition to the $5,000 signing bonus for landmarking the <br />structure and the $4,000 grant for the Historic Structure Assessment previously approved for the <br />property. <br /> <br />A Historic Structure Assessment was previously done for the property, completed by Longs <br />Peak CAD and paid for by the Historic Preservation Fund. The assessment (attached) makes <br />several recommendations including: new foundation walls and crawl space; reinforced floor <br />system; repair damaged walls; reinforced roof system; and porch repairs. The applicants <br />received a cost estimate from Petra Custom Builders. The proposed total cost for all of the work <br />on the historic structure plus contingency funds (10%) is $259,462.50. <br /> <br />Work proposed with total cost: <br /> Foundation/crawlspace: $78,500 <br />o Brace and raise existing house <br />o Install new foundation walls <br /> Floor structure: $8,500 <br />o Provide additional joists for support <br />o Modify beams to meet code <br /> Front porch: $21,550 <br />o Install concrete post footings <br />o Replace floor joists, wood posts, decking <br /> Roof Structure: $8,100 <br /> Chimney: $7,000 <br />o Stabilize and support <br /> Site Grading: $15,000 <br /> Mechanical and Electrical: $33,925 <br />o Reinstallation of furnace and ductwork <br />o Replace wiring, breakers, panels <br /> Site Utilities: $15,300 <br />o Demolition of existing site utilities prior to lifting the house, reconnection <br /> Environmental Hazards: $48,000 <br />o Lead and asbestos abatement <br /> <br />COST ESTIMATE OF PROPOSED WORK: $235,875 <br />MATCHING GRANT REQUESTED: $117,937 (matching grant maximum $40,000) <br /> <br />Grants: <br />Under Resolution No. 17, Series 2019, residential applicants are eligible for a $5,000 <br />unmatched incentive grant as a landmark bonus. Owners of a landmarked property will be <br />eligible for this grant following the signing of the landmark and grant agreements.
