Paul Wood, Planning Director, stated that this was to authorize the applicant to construct a two-story <br />expansion on the west side of the existing church. The expansion would provide offices, classrooms, <br />storage space and handicap accessible bathrooms. Prior to review by the Planning Commission, the <br />applicant received variance approval from the Board of Adjustment on June 18, 1997, for setback and <br />area variances as required under Old Town Zoning Overlay. Specifically, the Board authorized both <br />a rear and street side yard setback variance as well as building coverage and floor area ratio variances. <br />August 12, the Planning Commission approved the Special Review Use with eight conditions. The <br />applicant agreed with the requirements of the conditions, but due to staff's desire to bring them <br />forward at this time they were not able to reproduce the mylars yet. The applicant will provide <br />landscaping on the mylars. Staffwould not object if the applicant requested that condition No. 2 be <br />eliminated as the ordinances do provide that this is an undivided lot and may not be divided. <br /> <br />Sisk called for the applicant's presentation. <br /> <br />Kirk Schweitzer, 224 North Hoover, Louisville, Colorado, member of church Board of Trustees, <br />stated that the addition would provide an ADA compliant access into the building, an entry and a <br />reception area on the main floor, an office for the pastor, increased area for their food bank, create <br />a production room for copy equipment and office equipment and supplies, and two fully accessible <br />restrooms. The second floor would have three small classrooms for Sunday School, youth groups, <br />small meetings and a small office. Underneath there will be a full unfinished basement for future use. <br />The basement will house the furnace, water heater, etc. The church had been built in the 1880's. <br />They requested that condition No. 2 be removed from the resolution, but they were in agreement with <br />the other seven conditions. <br /> <br />Sisk called for Council questions and comments. <br /> <br />Lathrop asked if the new part would require any demolition. <br /> <br />Schweitzer stated that there would be some. <br /> <br />Sisk felt this project would have such a positive effect for Old Downtown. <br /> <br />Keany moved that Council approve Resolution No. 38, Series 1997, a Special Review Use for <br />Louisville United Methodist Church, with the deletion of condition No. 2, seconded Lathrop. <br /> <br />Levihn offered a friendly amendment that they meet the other outstanding conditions before any <br />permits will be issued. <br /> <br />Keany and seconder Lathrop accepted that.
