66 <br /> <br /> <br /> <br />To: Open Space Advisory Board <br /> <br />From: Department of Planning and Building Safety <br /> <br />Subject: Project 321 (Medtronic) PUD Conservation Easement Proposal <br /> <br />Date: May 13, 2020 <br /> <br />Summary <br />The purpose of this agenda item is to allow the Open Space Advisory Board to <br />review and provide comments to Planning Commission and City Council on a <br />proposal for dedication of a conservation easement as part of the Project 321 <br />(Medtronic) Planned Unit Development (PUD) application. <br /> <br />Background <br />Last summer, Brue Baukol Capital Partners submitted a land use application for <br />an amendment to the ConocoPhillips Campus General Development Plan (GDP). <br />A GDP sets the proposed uses, the type or character of development and the <br />number of dwelling units, the proposed location for school sites, parks, open <br />spaces, recreation facilities and other public or quasi-public facilities, and proposed <br />location of all streets, as applicable. In addition to approval of a GDP Amendment, <br />the City requires approval of a subdivision plat(s) and Planned Unit <br />Development(s) (PUD) prior to approval of a building permit. This development <br />will also require a series of associated agreements in conjunction with these <br />approvals. Brue Baukol has branded the site as Redtail Ridge, formerly Nawatny <br />Ridge. <br /> <br />As part of the subdivision process, the City requires public land dedication, or <br />equivalent value through cash-in-lieu, per Sec. 16.16.060. Public land dedication <br />may be used for any public purpose, such as parks, open space, schools, or any <br />other public purpose determined by the City. The code requires roughly 40 acres <br />for this application, and the developer(s) may dedica te additional land, especially <br />as that dedication may relate to providing additional public benefit to the City to <br />support PUD waivers or changes to City zoning or development standards <br /> <br />On November 16, 2019, the Open Space Advisory Board, along with the P arks <br />and Public Landscaping Advisory Board and the Recreation Advisory Board held <br />a site visit to walk the area. The GDP application was subsequently amended <br />based on feedback received from these boards, the public, and staff as it relates <br />to proposed parks and open space dedications.
