alto, <br />LL fill <br />COLORAI ; INCE 1876 <br />City Council <br />Legal Review Committee <br />Meeting Minutes <br />May 20, 2020 <br />6:00 PM <br />Electronic Meeting <br />Call to Order — Councilmember Leh called the meeting to order at 6:00 pm and <br />the following members were present: <br />Committee Members: Chris Leh, City Council <br />Deborah Fahey, City Council <br />Kyle Brown, City Council <br />Staff Present: Meredyth Muth, City Clerk <br />Heather Balser, City Manager <br />Kathleen Kelly, City Attorney <br />Rob Zuccaro, Planning & Building Safety Director <br />APPROVAL OF AGENDA <br />The agenda was approved as presented. <br />APPROVAL OF MINUTES <br />The minutes were approved as presented. <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br />None. <br />DISCUSSION/DIRECTION — RESOLUTION AMENDING PROCEDURES TO <br />BE UTILIZED FOR QUASI-JUDICIAL HEARINGS AT MEETINGS <br />CONDUCTED BY ELECTRONIC PARTICIPATION <br />City Manager Balser stated this draft resolution amends procedures for quasi- <br />judicial hearings. Previously, the Council approved Resolution 30 allowing for <br />quasi-judicial hearings to be held electronically for all boards with the exception <br />that City Council could not hold quasi-judicial hearings on those items subject to <br />referendum. That resolution gave the City Manager discretion to decide if other <br />hearings could be handled electronically or should be held for an in -person <br />meeting. This new resolution attempts to clarify some of those details.
