SUBJECT: RESOLUTION 36, SERIES 2020 <br />DATE: MAY 26, 2020 PAGE 4 OF 5 <br />These expanded dining programs to assist our businesses to recover will also require a <br />thoughtful and engaging communication strategy. Our communications will aim to <br />educate the public about the requirements that food and beverage businesses must <br />operate under and how they can continue to contribute to re -opening our economy while <br />protecting the public health. Through the DBA, we will need robust and ongoing <br />communications with all businesses, but especially those in Downtown or near the Main <br />Street closure. We also foresee this as a great opportunity to proactively encourage <br />more walking and bicycling to Downtown as it will assist with traffic flow and parking. <br />FISCAL IMPACT: <br />The exact fiscal impact is not known at this time, since we are still working out the <br />details about street layout, closures, and signage. We do anticipate some expenses <br />specifically for creating safe and accessible street closures as well as directional and <br />educational signage. <br />PROGRAM/SUB-PROGRAM IMPACT: <br />Expanded outdoor dining for our food and beverage establishments seeking to recover <br />from the COVID-19 pandemic is directly tied to the City's goal to promote a thriving <br />business climate that produces reliable revenue to support City services. <br />RECOMMENDATION: <br />Staff recommends adoption of the Resolution to allow the temporary closure of Main <br />Street for outdoor dining. We also seek Council input on the other components of <br />expanded outdoor dining (designated curbside areas, food hall areas, and streamlined <br />process for modified expanded layouts) that we believe will assist businesses to remain <br />viable and stabilize. <br />ATTACHMENTS: <br />1.
