LL Cityof CITY COUNCIL COMMUNICATION <br />Louisville AGENDA ITEM 2 <br />COLORADO • SINCE 1878 <br />SUBJECT: UPDATE — ROCKY MOUNTAIN METROPOLITAN AIRPORT <br />CONSULTANT <br />DATE: MAY 14, 2019 <br />PRESENTED BY: EMILY HOGAN, ASSISTANT CITY MANAGER FOR <br />COMMUNICATIONS & SPECIAL PROJECTS <br />SUMMARY: <br />The City of Louisville has partnered with the Town of Superior in a noise mitigation <br />project for the Rocky Mountain Metropolitan Airport (RMMA). Following a number of <br />complaints from residents about noise from RMMA, the City/Town hired aviation <br />consultant ABCx2, which has specialized experience in working with communities and <br />airports to address aircraft noise issues. The consultants will focus on an assessment of <br />current conditions, community/industry engagement and strategy development in an <br />effort to reduce impacts to both communities. <br />The following work has been completed to -date: <br />• Task 1 - Baseline Assessment <br />o The baseline assessment was recently completed. The baseline <br />assessment helps to assess and understand current conditions and <br />identify opportunities for improvement. The consultants looked at airport <br />facilities and airfield layout, airspace and flight procedures, annual <br />operations, traffic levels and fleet mix, the existing noise abatement <br />program, land uses and zoning around the airport and reviewed complaint <br />data and community concerns. <br />Task 2 - Community Engagement <br />o The consultants and staff are planning to host a community workshop this <br />summer. This will provide an opportunity to update the community on the <br />project, answer questions and gather additional input. <br />Task 3 - Industry Engagement <br />o The consultants have held multiple meetings with the airport and FAA <br />traffic control tower personnel. A flight training forum was also held in <br />February. The event was intended to engage industry stakeholders and <br />encourage participation in the process. A number of initiatives and <br />strategies were identified to reduce noise impacts. An industry advisory <br />group was established to keep this effort moving forward. <br />Task 4 - Strategy Development <br />o The consultants will work with partner stakeholders to develop a list of <br />short, medium and long-term strategies intended to reduce noise impacts <br />on the community.
