Planning Commission <br />Meeting Minutes <br />October 9, 2014 <br />Page 8 of 14 <br />Brauneis asks about the change in materials and that they could be construed as "lowering" the <br />standard. Why are these materials appropriate in this location. <br />Russ says the waiver requirement calls for consistency with the building's architecture, <br />materials, and colors in the building. The American Legion building is a dated building with <br />limited architectural definition and these materials are consistent with this building. <br />Brauneis says the building is not made of Lexan and vinyl. <br />Russ says the windows and awning treatments have these features. <br />Applicant Presentation: <br />Applicant and Representative: Leroy Lorenzi, Commander, American Legion -Walter Rhoades, <br />Post 111, 400 South Boulder Road, #33, Louisville, CO <br />• Applicant is a native of Louisville, graduated from Louisville High School, entered the <br />Marine Corps and served in Viet Nam, and joined the American Legion when he <br />returned to Colorado. <br />• The building is 25 years old and the sign needs to be updated. The American Legion <br />wants to be identified on Highway 42. The American Legion is community -oriented. <br />• The American Legion wants to put a little fence in front to create a patio for nonsmokers. <br />• Mr. Lorenzi presents a different drawing of the requested sign. The sign will not be <br />curved but squared off because it is less expensive to build. <br />• Motion to submit the new drawing from the American Legion on the requested sign <br />made by Moline, seconded by Brauneis, accepted by voice vote. <br />• The sign will be mounted on a pole but will be surrounded by cinder blocks similar to the <br />building so flowers can be planted around it. <br />• The location of the sign will be at the little driveway between the American Legion <br />building and the Pine Street Plaza, 10' from the sideway and 10' from the driveway and <br />south of the flagpoles. The illumination will be low light because neighbors contacted the <br />American Legion and were concerned about the light affecting the close neighbor. The <br />sign will be located 30' to 40' from the neighbor's window. <br />• The sign will be a pole sign. <br />Commission Questions of Applicant: <br />Russ states that during the application process, the sign being submitted by Mr. Lorenzi is not <br />the sign in the application. The sign appears to be a monument sign. Russ states that when a <br />sign is submitted, there are setback requirements and site triangle requirements at permit level <br />that would govern it. They would be reviewed for consistency with light safety concerns. <br />Regarding the descriptive changes heard tonight, Staff would rely on the permitting process to <br />insure safety. Staff does not hear anything structural to the sign type other than it is now being <br />masked as a monument sign. Staff is comfortable with that as it is consistent with the <br />Commercial Standards. <br />Rice asks what sign is being approved? <br />Russ says Planning Commission is approving a monument sign of the height and size that is <br />proposed in the packet. The details can be worked out in permitting. <br />Russell says that two completely different signs are being submitted. One is curved on the top <br />and one is squared on the top. The pole is 12", the monument is 36". <br />Lorenzi says the American Legion is using the square top sign because it is $1000 less to build. <br />It will be the 36" from the bottom of the sign to the ground. <br />Russ says that the new sign measures 8' from the ground to the top. The Commercial <br />Development Standards and Guideline allow up to 12'. This is consistent with the Commercial <br />Standards. The copy area is still the same so it is compliant. <br />
