Planning Commission <br />Meeting Minutes <br />December 11, 2014 <br />Page 4 of 17 <br />Moline asks if Block 12 is condos or apartments. Is there a distinction for the city. <br />McCartney says he thinks they are condos. <br />Russ says from a zoning perspective, there is no distinction. <br />Applicant Presentation: <br />Chad Kipfer, Markel Homes, 5723 Arapahoe Avenue, #213, Boulder, CO. <br />• Markel Homes has been builder and developer in Boulder County for almost 40 years. <br />Most of projects are in Lyons, Lafayette, Louisville, and Niwot. <br />• He is presenting because on the PUD for Phase II, they did not have exact location for <br />some alleys on Block 12. Staff and Markel Homes agreed to wait until the exact layout <br />was determined. <br />• Sidewalks are 5' wide. Proposed sale is condos accessible by elevator. <br />Commission Questions of Applicant: <br />Russell asks about any issues with Public Works regarding condition of fire line to be added in <br />Block 15. <br />Kipfer says this was worked out with Public Works. <br />Public Comment: <br />None. <br />Summary and request by Staff and Applicant: <br />Staff recommends approval. <br />Closed Public Hearing and discussion by Commission: <br />Tengler has no comment. Brauneis says it is interesting to see the project at completion, <br />especially number of units in Block 12. Moline in support. O'Connell has no comment. <br />Rice is favorably impressed with thoroughness of presentation and is in support. Russell in <br />support. Pritchard in support. <br />Motion made by Russell to approve Resolution 21, Series 2014, recommending approval of a <br />final planned unit development (PUD) plan to allow for the construction of 36 units in 3 buildings <br />on Block 12, and 6 units in one building on Block 15 with the following conditions: <br />1. The applicant shall modify the plan based on comments provided in the Public <br />Works Memo dated November 5, 2014 prior to City Council. <br />Second by Moline.
