Planning Commission <br />Meeting Minutes <br />September 13, 2018 <br />Page 5 of 7 <br />Libhart replied that the Plan identified those corridors, such as South Boulder Road. The <br />intent is to identity the purpose of the corridor and how can those corridors can meet the <br />needs of Louisville first. <br />Moline asked about RTD ridership. <br />Libhart stated that the McCaslin Station is highly utilized, but local transit routes are not. <br />TEI has not yet researched the utility of an Ecopass program. Overall, TEI can address <br />efficiency options for RTD. A related goal was to improve communication about <br />transportation with other jurisdictions. <br />Howe asked about the wayfinding proposal from the Open Space Board. <br />Libhart replied that TEI had talked with the OS Board. The Board's plans were more <br />detailed than the Plan would be, but TEI took their work on community feedback and will <br />incorporate it into the plan. <br />Howe asked if the trail system would be more used for commuter use or recreational <br />use. <br />Libhart responded that use was up to the user. Commuters responded that the soft trails <br />were not workable for their road bikes. The plan would address that the on -street bike <br />lanes could be improved for bike commuter use. <br />Zuccaro added that he and Libhart had been at the OS Board meeting last night and the <br />Board still endorsed their wayfinding plan. The City wanted to keep the Open Space <br />aesthetics and not pave over Open Space for commuter bike use. <br />Howe added that a wide variety of people use the trail system, including kids whose <br />parents think the trails are safer than the sidewalks. <br />Moline stated that Open Space staff could spend time on trails to observe crowding and <br />enforce speed limits and other congestion issues. <br />Libhart added that while people do not always like congestion, congestion is actually a <br />sign of success. <br />Moline asked if neighborhood cross-section analysis was in the scope of TEI's work. <br />Libhart stated that TEI would be making suggestions on cross -sections for the major <br />corridors. <br />Hsu stated that Louisville had a lot of special events and having different modes of <br />transportation, especially biking, would be important. He also asked if the Planning <br />Commission would be able to reject or approve new projects based on modality in plan <br />beyond parking requirements. <br />Libhart stated that TEI would provide guidance on the types of infrastructure and <br />connections between uses that the Commission could apply to project proposals. <br />
