Louisville Local Licensing Authority <br />Meeting Date: September 18, 2000 <br />Page 4 <br /> <br />stores and restaurants should be subject to state or police department training in the event of a violation. <br /> <br />Chairperson Myers stated that, in his opinion, the training criteria used by Thornton closely resembles <br />the desired direction voiced by the Authority. <br /> <br />Member Jeffers stated that he has attended several State sponsored training sessions over a span of three <br />years and that the material covered has not noticeably changed during that time. Jeffers continued that <br />the one-on-one training conducted by the Police Department would be more valuable to the <br />establishments cited with repeat violations. <br /> <br />Vice Chairperson Lipton stated that the issue of training, while important, should be required in a <br />manner that can be enforced. Member Jeffers concurred noting that training should be considered by <br />the Authority as a mitigating or aggravating factor on a case by case basis. <br /> <br />Officer Jokerst mentioned that the Police Department keeps records on all the training performed in <br />local establishments and that that information is also available for review by the Authority in show <br />cause matters. <br /> <br />Attorney Kelly noted that the training requirement being discussed is contained on page 5 of the <br />Authority' s Rules of Procedure, Rule 3, item K of the order of events and procedures for liquor and beer <br />licensing. Members agreed that training should be kept on the list of mitigating factors contained in <br />Rule 17, item (o). <br /> <br />The Authority agreed that mandated training could best be obtained through the show cause hearing <br />process and addressed in stipulations or in the final order on a case by case basis. <br /> <br />Chairperson Myers recommended that Authority Attorney Kelly draft the necessary revisions to the <br />Rules of Procedure for Authority review at the next regularly scheduled meeting October 30, 2000. <br /> <br />ATTORNEY'S REPORT - None <br /> <br />AUTHORITY COMMENTS <br /> <br />Member Kimmett asked officer Jokerst to introduce the visiting officer present this evening. Officer <br />Jokerst introduced Officer Harding to the Authority. Officer Jokerst stated that he would be leaving the <br />City of Louisville for a position with the City of Aurora and that Officer Harding was interested in <br />assuming his duties on the liquor inspection team. <br /> <br />The Authority extended their best wishes to Officer Jokerst in his new position and welcomed Officer <br />Harding. <br /> <br />Chairperson Myers briefly discussed an article in the September 2000 issue of The Colorado Lawyer <br />concerning Colorado Liquor Regulation 47-900(A) prohibiting offensive conduct by a licensed <br />establishment.
