City Council <br />Meeting Minutes <br />July 21, 2020 <br />Page 2 of 5 <br />She noted the preservation program allows for grant amounts to exceed the $40,000 <br />limitation when there are extraordinary circumstances relating to building size, condition, <br />and architectural details. This also requires the applicant to have a 100% match of the <br />grant. The applicant is requesting more than the $40,000 due to the scope of the work <br />related to structural issues and the cost associated with those repairs. <br />The applicant is also requesting a $15,000 new construction grant. Owners of landmarkec <br />property on which additions to existing residential structures are proposed are eligible for <br />matching grants of up to $15,000 for new residential construction that, beyond mandatory <br />requirements, substantially limits mass, scale, and number of stories, preserves setbacks, <br />and protects the historic integrity of the property and its environment by differentiating <br />new work from the old. Qualifying new construction must maintain the existing height of <br />the historic structure over the first 1/3 of the overall structure and have a floor area ratio <br />(FAR) 10% below what is allowed by zoning. Staff finds that the proposed design does <br />meet the criteria for this grant. <br />The Historic Preservation Commission (HPC) reviewed the grant requests and <br />recommends approval of both resolutions. Staff also recommends approval. <br />Public Comments - None <br />Councilmember Dickinson asked the applicant what warrants the extraordinary <br />circumstances grant. Andy Johnson, DAJ Design, noted the grant is to cover higher <br />construction costs based on the conditions found in this house. <br />Mayor Stolzmann stated she feels this structure is consistent with previous approvals of <br />extraordinary circumstances grants and based on that precedent she can support the <br />resolution. Councilmember Leh agreed. <br />Mayor Pro Tem Maloney noted the Council has wanted to provide more incentives for <br />preservation projects and that is what these grants are for. He supports the resolution. <br />Councilmember Dickinson noted he is the owner of a historic building that has received <br />these grants. He stated he supports the grants particularly as there is a matching <br />requirement so the owner is showing they are truly committed to the project. <br />Councilmember Brown moved to approve Resolution No. 52; Councilmember Leh <br />seconded the motion. <br />Roll Call Vote: Motion passed by unanimous roll call vote. <br />
