RESOLUTION NO.62 <br />SERIES 2020 <br />A RESOLUTION APPROVING A MEMORANDUM OF UNDERSTANDING <br />REGARDING THE COLORADO SARS-COV-2 WASTEWATER SURVEILLANCE <br />COLLABORATIVE <br />WHEREAS, The Colorado Department of Public Health and Environment (the <br />"Department") is partnering with Colorado State University, Metropolitan State University of <br />Denver (MSU), and 17 Wastewater Utilities to develop a statewide wastewater surveillance system <br />of SARS-CoV-2 RNA, the etiological agent of COVID-19 (the "Collaborative"); and <br />WHEREAS, the purpose of the surveillance system is to provide early warning (days to a <br />week) for state and local health authorities of significant changes in fecal shedding of SARS-CoV-2 <br />that could be used in combination with other surveillance efforts and drive action in responding to <br />future COVID 19 outbreaks; and <br />WHEREAS, the testing could also confirm downward trends in COVID-19 outbreaks. <br />With more data and analysis, it may also be useful for predicting community prevalence or to <br />identify potential virus hot spot; and <br />WHEREAS, the Department has offered the City participation in the Collaborative, as <br />outlined in the Memorandum of Understanding ("MOU") that accompanies this resolution; and <br />WHEREAS, the City Council has reviewed the MOU and desires by this resolution to <br />authorize execution of the MOU and implementation by the City Manager and other City staff as <br />designated by the City Manager. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF LOUISVILLE, COLORADO: <br />Section 1. The proposed Memorandum of Understanding ("MOU") regarding the <br />Colorado SARS-CoV-2 Wastewater Surveillance Collaborative by and among the City of <br />Louisville, the Colorado Department of Public Health and Environment, Colorado State University, <br />Metropolitan State University of Denver, and 16 other Wastewater Utilities, is hereby approved in <br />essentially the same form as the copy of such MOU accompanying this Resolution. <br />Section 2. The City Manager is authorized to execute the MOU on behalf of the City <br />and the City Manager is further granted the authority to negotiate and approve such revisions and <br />amendments to the MOU as the City Manager determines are necessary or desirable in the service <br />of the City, so long as the essential terms and conditions of the MOU are not altered. <br />Section 3.
