Roll <br />Call: The following members were present: <br />Committee Members: <br />Other Councilmembers <br />Chris Leh, City Council <br />Deborah Fahey, City Council <br />Kyle Brown, City Council <br />Jeff Lipton, City Council <br />Staff Present: Meredyth Muth, City Clerk <br />Heather Balser, City Manager <br />Kathleen Kelly, City Attorney <br />Megan Davis, Deputy City Manager <br />APPROVAL OF AGENDA <br />The agenda was approved as presented. <br />APPROVAL OF MINUTES <br />The minutes were approved with a minor typo fix from Councilmember Leh. <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br />None. <br />DISCUSSION/DIRECTION — OPTIONS FOR MEETINGS FOR QUASI- <br />JUDICIAL HEARINGS SUBJECT TO REFERENDUM <br />Clerk Muth stated staff continues to look into options for holding in -person <br />meetings during the COVID-19 outbreak while there are strict limitations on in - <br />person gatherings. While there is no requirement quasi-judicial hearings be held <br />in -person, under the current City Council Rules of Procedure the City Council <br />may not hold electronic meetings for those land use applications the final <br />decision regarding which is subject to referendum. <br />Staff is working on a process to allow for a hybrid electronic/in-person meeting <br />that would meet current social distancing rules.
