City Council Legal Review Committee <br />Meeting Minutes <br />July 7, 2020 <br />Page 4 of 4 <br />City Manager Balser noted this conversation is for a 2021 ballot question, it is too <br />late to add a question for 2020. <br />John Leary, 1116 LaFarge Avenue, stated this does not address the current <br />issue of quasi-judicial hearings subject to referendum that are in the immediate <br />future. Council should consider if it is reasonable and safe to collect signatures <br />during a pandemic. <br />Councilmember Leh asked if there are any legal requirements barring signature <br />gathering. City Attorney Kelly stated at this time there are no rules barring this <br />activity but that could change.
