LL 1tyof_ LEGAL COMMITTEE <br />Louisville COMMUNICATION <br />COLORADO • SINCE 1878 <br />SUBJECT: ANNUAL EVALUATION OF APPOINTED OFFICIALS <br />DATE: SEPTEMBER 2, 2020 <br />PRESENTED BY: MEREDYTH MUTH, CITY CLERK <br />SUMMARY: <br />In 2019, the City Council approved an evaluation process for the City Attorney, Water <br />Attorney, Municipal Judge, and Prosecuting Attorney (the City Manager goes through a <br />separate annual review process). It falls to the Legal Review Committee members to <br />review all of the evaluation materials and take that information to the Council for <br />discussion in an executive session. <br />The Prosecutor, Water Attorney, and City Attorney were all appointed to two-year terms <br />in January 2020. The Municipal Judge was appointed in April to fulfill the remainder of a <br />two-year term that also began in January 2020. As this is not the ending year of their <br />contracts, this process will not involve making a recommendation to reappoint or not <br />reappoint these contractors; rather the chair of the Committee will need to meet with the <br />appointed officials to review the results of the evaluations following the City Council <br />executive session. <br />The forms and process for the reviews are attached. The timeline for the reviews will <br />need to be relatively quick as the evaluations will ideally need to be completed in <br />September with meetings of the Committee and Council to review the results in <br />October. This would allow the chair time to meet with each of the officials before the end <br />of the year.
