City Council <br />Meeting Minutes <br />October 20, 2020 <br />Page 4 of 9 <br />Assistant City Manager Hogan stated the City partnered with the Town of Superior in <br />2019 to address noise from Rocky Mountain Metropolitan Airport (RMMA) hiring aviation <br />consultant ABCx2, which has specialized experience in working with communities and <br />airports to address noise issues. She reviewed the work completed to date. <br />Staff from Jefferson County, Boulder County, Broomfield, Westminster, Arvada, Superior <br />and Louisville (all communities located within the Class D airspace of RMMA) have met <br />several times to discuss concerns regarding airport operations and impacts. In 2019, the <br />FAA held a meeting with RMMA and neighboring communities, and recommended the <br />establishment of a Community Noise Roundtable as a formal mechanism to advance <br />noise mitigation recommendations that require FAA approval. <br />This IGA outlines the purpose of the roundtable, membership, procedures, funding and <br />term. The draft bylaws outline members, non-member entities, community participants, <br />powers and duties of the board, officers, meetings, voting, committees, member dues and <br />work program. The City Attorney has reviewed both documents. <br />In addition to approval of the IGA and bylaws, staff is seeking an appointed representative <br />for the roundtable. Per the bylaws, the City shall appoint one member that may be either <br />an elected official or a staff representative. The City shall also appoint an alternate board <br />member to attend in the absence of the primary board member. <br />Hogan reviewed next steps including developing an outreach campaign and the <br />promotion of voluntary mitigation measures and analysis of 2020 noise complaints to <br />identify abatement recommendations. <br />Staff recommends approval of the resolution and asks the Council to appoint one member <br />and an alternate to serve on the roundtable. <br />Hogan introduced Kim Redd, Senior Constituent Advisor for Congressman Joe Neguse, <br />to present a federal airport noise update. Ms. Redd stated Congressman Neguse is well <br />aware of this problem and has introduced the Aircraft Noise Reduction Act in the House <br />but there has been no action taken yet. She noted there is an aircraft noise ombudsman <br />for the FAA who will take complaints. She stated their office is interested in being involved <br />in the roundtable process and helping address this issue. <br />Councilmember Lipton stated this is an important issue for the quality of life of our <br />residents. We want the airport to be successful but not at the expense of our residents. <br />The FAA appears to have the only authority to deal with noise so we need to find a way to <br />get federal intervention and the roundtable is the first step. <br />Public Comments <br />Anna Stevens, legislative assistant for State Representative Sonya Jaquez Lewis, stated <br />that Representative Jaquez Lewis is also well aware of this issue and knows this is a <br />
