o In addition, agrant for$20,000 from Boulder County and a USDA milk reimbursement of <br />:6,500 has been included in the 2003 budget to offset the costs of the program. <br />F. Adopt a new Open Space and Parks Master Plan for the acquisition, maintenance, <br />preservation, and use of open space and park lands. <br />o The budget in the Conservation Trust — Land Acquisition fund for open space continues to be <br />augmented through a transfer from the General Fund and Capital Projects Fund. This is budgeted <br />at :'267,633 in 2003, bringing the total budget for open space to :2,476,396. <br />o In the November 2002 election, the Louisville voters approved an extension of the 3/8% sales tax <br />for the purchase of open space for another ten years beginning on January 1, 2004 and ending on <br />December 31, 2013. In addition to the extension of the tax, the voters approved the additional use <br />of the revenues for operations and maintenance expenditures of open space beginning in 2004. <br />G. Conduct Citizen Open Space Poll. <br />o The Department of Land Management has included $3,300 in its Open Space program budget to <br />conduct this poll. <br />H. Evaluate and adjust fees on an annual basis. <br />o The 2003 budget includes an increase of 2.0% in recreation center fees and development fees, to <br />adjust for the consumer price index. <br />Goals with Future Budget Implications <br />The following goals will determine direction, and may impact the budget in 2004 and beyond: <br />• Continue the intergovernmental effort with Town of Superior to improve US 36 / McCaslin <br />Boulevard Interchange. Adopt a Louisville financing plan. <br />• Determine the status of use tax on residential building materials. This tax is currently set to <br />expire on December 31, 2003. <br />• Enhance intergovernmental relations with the following surrounding governments: <br />o City of Lafayette, City of Boulder, City and County of Broomfield, and Town of <br />Superior; <br />o RTD (Regional Transportation District) <br />o Louisville Fire Protection District <br />• Review, update, and adopt new north Louisville General Development Plan. <br />• Zoning and subdivision review and update. <br />• Begin planning for capacity expansion of South Water Treatment Plant. <br />• Conduct building facility assessment and cost estimate for remodeling of City Hall. <br />Implement upon occupancy of new police station. <br />Compliance with TABOR Amendment <br />In November 1992, Colorado voters approved an amendment to the State Constitution providing <br />tax and spending limitations on local governments. Following the approval of TABOR, several <br />ballot issues have been presented to the citizens of Louisville that impact the limitation. These <br />include: <br />iv <br />
