SUBJECT: RESOLUTION 94, SERIES 2020 <br />DATE: NOVEMBER 24, 2020 PAGE 5 OF 6 <br />Chief Willson of the Louisville Fire Protection District suggested one solution was a 20' <br />wide access lane on Main Street that could be controlled for access by Public Works, <br />Police, and Fire. The Chief, however, iterated they will do their best to adapt to <br />whatever outcome the Council determines. <br />Timing <br />Whether Council adopts a continued extension or directs staff to continue with current <br />plans, the transition is likely to take approximately a week and would begin on or around <br />November 30. Concrete barriers are on -hand, but will take time to navigate with the <br />removal of existing fixtures. Signage is likely to be delayed from any street set-up as <br />those are custom orders that have not yet been placed. If a public health order <br />restricting outdoor dining is received, staff would first ask restaurants to remove all <br />seating furniture and then it would take two days or so to remove the closure. Under <br />either a continued closure or new on -street seating areas, staff will also require all <br />ongoing participants to sign new license agreements and provide updated insurance <br />coverage. Council direction on temporary structures and snow removal may also be <br />incorporated into those licenses, in addition to the current restrictions on alcohol service <br />that are part of Level Red: Severe Risk. <br />Staff, including economic vitality, public works, and public safety, will be available at the <br />special meeting to answer Council questions. <br />FISCAL IMPACT: <br />Establishing the Outdoor Dining program, at no cost to participants, cost the City <br />approximately $23,000. Based on the cost of barriers as well as additional supplies and <br />signage, either the continuation of the closure or the on -street seating will cost the City <br />approximately $25,000 - $30,000, not including any costs determined for snow removal. <br />PROGRAM/SUB-PROGRAM IMPACT: <br />Expanded outdoor dining for our food and beverage establishments seeking to recover <br />from the COVID-19 pandemic is related to the City's goal to promote a thriving business <br />climate that produces reliable revenue to support City services. <br />RECOMMENDATION: <br />Staff seeks City Council direction on the Main Street Outdoor Dining Program; a <br />Resolution is provided should the Council wish to take action. <br />ATTACHMENTS: <br />1.
