<br />Louisville Local Licensing Authority <br />Meeting Date: May 24, 2004 <br />Page 4 of 5 <br /> <br />Mulvahill moved the Authority approve the Special Events Permit for the Lafayette <br />Community Players. Wilson seconded. Koertje-yes, Mulvahill-yes, Paige-yes, Wilson- <br />yes and Rommelfanger-yes. Motion passed. <br /> <br />POLICE DEPARTMENT REPORTS <br /> <br />A. Incident Report - 4/29/04 - Blue Parrot <br /> <br />This incident involved a party who broke a window at the restaurant and was later taken <br />to the Alcohol Recovery Center by police officers. Detective Gordanier reported she <br />had spoken to the officer about this incident and the officer felt no violation had <br />occurred. Mulvahill stated there was probably more to this but there was not enough in <br />front of the Authority to take any action. <br /> <br />SECRETARY'S REPORT <br /> <br />Hanson included a letter to the attorney representing White Lodging to keep the <br />Authority informed even though no new applications have been received. She also <br />reminded the Authority of the work session with Council on Tuesday the 25th. <br /> <br />AUTHORITY ATTORNEY'S REPORT <br /> <br />Attorney Light passed out information on new state legislation that allows tasting at <br />liquor stores. The bill allows those tastings only if the local government authorizes <br />them. If the City decides to do so, they can set additional restrictions on the number of <br />tastings, the hours of tastings and days of the week they can occur. Light suggested <br />the Authority look at the legislation and make a recommendation to Council one way or <br />the other concerning allowing these tastings. <br /> <br />AUTHORITY COMMENTS <br /> <br />Discussion centered on determining a habitual drunkard. Attorney Light reported there <br />had been discussion on this issue a couple of years ago with the Police Department. <br />He advised caution in this area. A question was asked about writing letters to the <br />establishments concerning serving and that serving a habitual drunkard was not <br />allowed. Comments were made relative to the Police Department watching the <br />establishments and knowing who the regulars are.
