Parks and Public Landscaping Advisory Board <br />Meeting Minutes <br />Thursday November 05, 2020 <br />Virtual Meeting <br />7 PM <br />1. Roll Call: PPLAB members present: Laurie Harford, Diana Gutowski, Ellen Toon, Ezra Paddock, <br />Shelly Alm, Dave Clabots, and Steve Knapp. Nathan Mosley, Director of Parks, Recreation and <br />Open Space. <br />2. Approval of Agenda: Ellen motion to approve, Ezra second, agenda approved unanimously. <br />3. Approval of Minutes: Steve motion to approve, Laurie second, minutes approved unanimously. <br />4. Staff Updates: <br />• Positive Covid-19 test at City Services building; 70% of staff is quarantined tonight. <br />• Covid-19 case totals have increased; Boulder County will move to level 3 Safer at Home <br />on Friday 6, November. PPLAB meetings will be via Zoom tonight and for the <br />foreseeable future. <br />• Use of herbicides: City Council directed to discontinue the use of glyphosate and 2-4 D. <br />These herbicides were not used this past year. A weed burner was used in the dog park, <br />among other areas. A citrus -based, organic herbicide was also used. Non -Toxic Entities <br />was consulted to explore other products for use next year. <br />• 4 additional seasonal staff will be brought in next year to focus on organic methods of <br />weed control. City will partner with "Ready to Work", part of the non-profit Bridge <br />House, providing opportunities for adults to rebuild their lives through work. <br />• Red -Tail Ridge: Development denied by the Planning Commission; Developer met with <br />City Council and a re -work of the plan was ultimately denied. Development could still <br />move forward under the current approved PUD. Medtronic, the anchor tenant, has <br />pulled out; a timeline for a new plan is end of 2020 at the earliest. <br />• Heritage Park bathroom improvement is on schedule and under budget. <br />S. Board Updates <br />• PPLAB board re -application: Laurie and Ezra are up for re -application and will submit for <br />another term. <br />6. Public Comments on Items Not on Agenda <br />• Laura Page: Email comment to include more trees in Community Park to provide shade <br />for summer concert attendees. <br />• Additional comment read during meeting: Joshua Cooperman: Expressing support for <br />Laura Page's suggestion. Noted that playground at Community Park needs shade and <br />recommends planting trees along the southern edge of the playground. <br />7. Update from Nathan Mosley, Director of Parks, Recreation and Open Space on 2020 Budget <br />Impacts and Proposed 2021/22 Operational and Capital Improvement Project Budgets. <br />2 <br />
