LOUISVILLE BOARD OF ADJUSTMENT <br />STAFF REPORT <br />AUGUST 16, 1989 <br />APPLICANT: CITY OF LOUISVILLE GOLF COURSE <br />OWNER: CITY OF LOUISVILLE <br />LOCATION: 585 WEST DILLON ROAD (GOLF COURSE CLUB HOUSE) <br />ZONING: PLANNED COMMUNITY ZONED DISTRICT - OPEN SPACE <br />REQUEST: <br />The applicant is requesting a special exception permit to site <br />the City of Louisville Golf Course Clubhouse within the <br />boundaries of the flood storage district of Coal Creek. <br />BACKGROUND: <br />The subject property is approximately one acre in size and was <br />annexed by the city in September of 1988. The final design of <br />the clubhouse which has been approved by City Council calls for a <br />lower level which will consist of an open storage/parking area <br />for golf carts and a primary level for the clubhouse. The <br />primary level will be elevated above the flood protection <br />elevation by approximately 7'. <br />STAFF COMMENTS: <br />Section 17.56.170'of the Municipal Code gives jurisdiction to the <br />Board of Adjustment to issue, special exemption permits to <br />structures located within the flood regulatory, district. The <br />applicant has stated that the structure will be located within <br />the flood storage district and will be designed and constructed <br />in accordance with the required provisions of the city flood <br />plain management regulations. <br />STAFF RECOMMENDATION: <br />Staffs recommends that the Board of Adjustment issue the special <br />exemption permit for the following reasons: <br />A. The primary level of the structure will be elevated 1 foot <br />above the flood protection elevation. <br />B. The structure and related fill will not decrease the ability <br />of the floodway channel to efficiently convey a 100 year <br />flood event. <br />C. The structure design and construction will minimize its <br />
