Since all of the funds were not awarded, the agreement <br />outlines that the LRC would participate in a pro-rata share. The pro-rata share comes <br />to $88,000 from the LRC and $207,000 from the City's General Fund. There was also <br />discussion that the LRC could provide the amount associated with those business <br />grants awarded in the urban renewal district. This would be approximately $155,000. <br />Commissioner William suggested that, given there were fewer applicants than <br />anticipated, the LRC host a listening session to understand business needs. She <br />favors the pro-rata share. Commissioner Smith, agrees, saying some businesses may <br />not know what district they are in. He thinks it would be useful to find out and <br />understand why businesses did not apply. He asked about a map of businesses in <br />various zones. Director Pierce said some information about eligible businesses is <br />confidential and that she will try to provide a map. She discussed reasons why <br />applications may have been low; some thought they may not have been as much in <br />need as other businesses. <br />Council member Leh said Council was surprised at the interest level. Some businesses <br />did not apply thinking other businesses may not have needed it more. Coordination <br />between EVC and LRC may be helpful. Council appreciates the cooperation from <br />LRC. It is unknown what next steps Council will take regarding business support. <br />Chair Adler suggested a joint meeting with businesses and EVC or Chamber of <br />Commerce. There is an EVC meeting coming up and Council member Leh will bring <br />the desire for a joint meeting suggestion to the EVC's attention. He said EVC would <br />like to partner with LRC. He suggested LRC look at Finance Committee reports. <br />Director Pierce said she understands the desire but it may be difficult to have <br />businesses join a meeting. Businesses are struggling to get by. <br />Commissioner Gorsevski agrees we should fund the pro rata share of $88,000. He <br />asked about the types of businesses that applied. Director Pierce said restaurants <br />were the group with many fewer applications than all prior grant programs. This <br />allowed health services providers ability to be funded. Other feedback was that it was a <br />short application window. Chair Adler noted the breakdown of what type of business <br />received grants is on page 34 of the packet. <br />Commissioner Williams wants to make sure this is serving the intended purpose and <br />reaching the audience and said perhaps the Commission could go directly to <br />businesses. She asked if the businesses who receive grants are required to report <br />back how the money was spent. Director Pierce said no reconciliation or receipts have <br />been required. A reconciliation process was required only for the Recovery & <br />Improvement Matching Grant program. Director Pierce noted that personal service <br />providers are still likely a group in need due to the current capacity restrictions and also <br />the requirement for facial coverings. <br />Agenda Packet P. 6 <br />
