Historic Preservation Commission
Meeting Minutes
25 January 2021
Ritchie replied that she assumed it was similar to how structures were moved today, with
supports added under the structure before loading up on a truck and being moved slowly
Noah Kaufman and Tammy Fredickson, 834 Lincoln Avenue, stated that they had moved to
Louisville in 2013 but were relatively new owners of the house. Mr. Kaufman stated that they did
not intend to demolish the structure and were in the process of figuring out what they wanted to
do.
Haley asked for public comment. Seeing none, she opened commissioner discussion.
Klemme stated that she thought the structure met the criteria, but she wondered about the
moving of the structure.
Haley replied that for the national preservation standards, moved structures were not good, but
for Louisville they represented part of the history of the town and it did not affect eligibility.
Haley reviewed the criteria, summarizing that she thought the structure met the criteria for
probable cause.
Keller stated that he supported a finding of probable cause.
Burg made a motion to find probable cause for 834 Lincoln Avenue. Klemme seconded. Motion
passed unanimously by roll call vote.
ITEMS FROM STAFF & UPDATES FROM COMMISSION MEMBERS
• 2021 Posting Locations
• Open Government Pamphlet
• 2021 Meeting Dates
Ritchie shared that the Open Government Pamphlet was a refresher for the commissioners and
she noted that the meeting in February was proposed to be one week delayed due to the
President's Holiday.
She asked the Commission to consider a motion to approve the posting locations, which were
the same as last year.
Dunlap asked if probable cause items were posted.
Ritchie replied that probable causes were not public hearings and were therefore not posted.
Dunlap moved to approve the proposed locations. Klemme seconded. Motion passed
unanimously by voice vote.
Ritchie shared that the new Preservation Planner would be present at the next meeting.
Haley reminded the Commission about the virtual Saving Places Conference. She also asked if
there would be a meeting with the City Attorney this year as usual.
L
