City Council <br />Meeting Minutes <br />March 9, 2021 <br />Page 5 of 5 <br />Director Zuccaro stated these regulations were initially adopted in 1995 with minor <br />updates in 2007 and 2011. It was designed to help preserve residential character in the <br />area. Currently there are concerns about the impact of new development on <br />neighborhood character and neighboring properties. City Council included this review and <br />update in the 2021 work plan with budget of $80,000. <br />The Request for Proposals (RFP) asks for an evaluation of recent development in Old <br />Town; how the current Old Town Overlay zoning standards have influenced design and <br />building form; identification of existing historic residential building elements that influence <br />historic and small town character of Old Town; identification of how new development <br />influences in positive and negative ways; identification of current Old Town overlay <br />regulatory elements that should be considered for amendment and any new regulations <br />needed to ensure new development is complimentary to and does not detract from the <br />historic small town character of Old Town <br />The consultant is expected to include a comprehensive public engagement plan including; <br />having it designed to meet the City's equity, diversity and inclusionary goals and include <br />outreach to underrepresented groups; and include a mix of online and socially distanced <br />in -person opportunities to address COVID needs. <br />Public Comments — None. <br />Mayor Pro Tern Maloney asked if there are other policy issues that relate to downtown <br />that we should be considering with this. Director Zuccaro stated staff is working on some <br />other issues that will be coming forward later this year and if others come from this <br />project, staff will bring them for Council consideration. <br />MOTION: Mayor Stolzmann moved to approve the RFP; Mayor Pro Tern Maloney <br />seconded the motion. <br />Motion passed by unanimous voice vote. <br />Members adjourned at 7:34 pm. <br />Meredyth Muth, City Clerk <br />ADJOURN <br />SEAL <br />041 n= <br />Ashley zmann, Mayor <br />
