City Council <br />Meeting Minutes <br />April 6, 2021 <br />Page 7 of 11 <br />WHEREAS, the closure of Main street is designed to provide additional support to <br />Main Street restaurants as they deal with the necessary but temporary indoor <br />dining capacity restrictions due to the COVID-19 pandemic; and <br />WHEREAS, it is the intent of the City Council and the Downtown Business <br />Association that the closure of Main Street during 2021 is temporary and that the <br />right of way of main street to remain public space <br />MOTION: Councilmember Fahey moved to approve the Resolution with the inclusion of <br />the additional whereas clauses suggested from Councilmember Brown and with the <br />direction to staff to detour traffic other than the RTD bus off of LaFarge Street when <br />possible; seconded by Councilmember Dickinson. <br />Mayor Stolzmann appreciated this plan addresses the safety concerns of the Fire District. <br />She noted it is clear this is a tremendous impact on residents. She asked people to walk <br />and bike to downtown as much as possible to limit the impacts on downtown. She noted <br />that while the bus can be an impact it also is a great equalizer; there are many people <br />who use the bus to come to work downtown or use the library and we need to have that <br />available for them. <br />City Manager Balser clarified that the detour to Front Street will not be available during <br />those special events that use Front Street. That will be included in the resolution. <br />Councilmember Fahey asked staff see if there is a way to accommodate access to the <br />Chase Bank parking lot. <br />VOTE: Motion passed by unanimous roll call vote. <br />ORDINANCE NO. 1805, SERIES 2021 — AN EMERGENCY ORDINANCE AMENDING <br />AND RESTATING THE REQUIREMENT TO WEAR A FACE COVERING WITHIN THE <br />CITY OF LOUISVILLE — 1ST AND FINAL READING — PUBLIC HEARING — Adoption <br />as an Emergency Ordinance <br />Mayor Stolzmann opened the public hearing. She asked if anyone has any disclosures, <br />there were none. She noted the Council had received some comments on this issue and <br />those have been added to the meeting packet addendum. <br />City Attorney Kelly stated the State and Boulder County have both instituted new public <br />health orders related to mask requirements. Since last Spring, the City has had a masking <br />order in place. This proposed ordinance would bring the City's mask ordinance up to date <br />to conform with the current Boulder County order. She noted the Boulder County order <br />exempts children younger than 10 from mask requirements. She added that the Council <br />may impose restrictions in Louisville that are more stringent than the State or County but <br />it cannot impose rules less stringent. <br />
