Parks and Public Landscaping Advisory Board <br />Meeting Minutes <br />Thursday April 1, 2021 <br />Virtual Meeting <br />7 PM <br />1. Roll Call: PPLAB members present: Ellen Toon, Shelly Alm, Dave Clabbots and Steve Knapp. <br />Nathan Mosley, Director of Parks, Recreation and Open Space, Dean Johnson, Parks <br />Superintendent. <br />2. Approval of Agenda: Shelly Motioned to approve, Dave Second, all in favor. <br />3. Approval of Minutes: Shelly Motioned to approve, Dave Second, all in favor. <br />4. Staff Updates <br />a. Nathan — Kudos to staff on recent snow removal. <br />5. Board Updates <br />a. Ellen asked the following questions: <br />i. When are we moving to in -person meetings? <br />ii. Are we going to bring on another board member to replace Diana? <br />iii. Is the mulch give-away going to occur this spring? <br />b. Staff will report back with answers. <br />6. Public Comments on Items Not on Agenda <br />a. None <br />7. Continued Discussion on the Parks Scorecard <br />a. Items that were discussed: <br />i. Assign 2 members per park, each member would rate 11 total sites. <br />ii. Parks should be randomly assigned but close together. <br />iii. Tentatively host June meeting at Community Park and discuss approaches to <br />scoring. Scoring would then occur during the summer and recap with scoring <br />results in September at an onsite meeting at the Arboretum. <br />iv. A weed control category will be added to the scorecard. <br />8. Commercial Rental Fee Discussion <br />a. Nathan asked if PPLAB was interested in creating a commercial rate for park use. This <br />would be a new rate structure beyond the current resident and nonresident rate. <br />b. Comment was made that nonresident businesses should pay more. <br />c. Nathan asked if there was any desire for a nonprofit rate. <br />F, <br />
