<br />Planning Commission <br />Meeting Minutes <br />April 10, 2008 <br />Page 4 of 13 <br /> <br />Wood stated that staff, the applicant and the applicant's representative had had <br />discussions about keeping the fagade. <br /> <br />Applicant Presentation: <br />Erik Harntroft, 817 Lincoln Ave., Louisville, CO stated he represents the applicant, <br />Ronda Grassi, and is affiliated with DT J Designs in Boulder. He stated the applicant had <br />three goals for the project: 1) maintain the current business that has operated in the <br />building since 1987; 2) expand the building to add retail to downtown and 3) incorporate <br />'green' features. <br /> <br />He confirmed that discussions had occurred regarding the historic value of the building. <br /> <br />Harntroft continued with a discussion of the sprinkling of the building and FAR. He <br />stated the building is not large enough to require sprinkling and the applicant is willing to <br />look into at time of permitting. The questions and comments regarding the FAR for <br />downtown is valid. He agrees now is a good time to re-evaluate especially with the <br />HWY 42 revitalization area and the FasTrack development. <br /> <br />The applicant and neighboring property owner, Arlin Lehman, are willing to prepare an <br />agreement that would go with each property regarding the shared dumpster. <br /> <br />Ronda Grassi, property owner, reviewed her ownership history of the building. She has <br />been the owner since June 1997. She is requesting the expansion to provide retail <br />expansion for the downtown. She also stated it is her opinion that the history of the <br />building is the interior and not the exterior. <br /> <br />Members of the Public: <br />Barb Hesson, 526 Lafarge, Louisville, CO read a letter from Jean Morgan that could not <br />attend the meeting, into public record. <br /> <br />Anne Hughes, 1405 Garfield, Louisville, CO discussed the following: interior features, <br />exterior features, 2nd story setback, future sprinkling of the building, and the possible <br />'green' projects for the site. <br /> <br />Barb Hesson, 526 Lafarge Ave, Louisville, CO speaking for herself at this time, <br />expressed concerns for the desire to not keep the fagade and windows which are so <br />characteristic of the property. She also discussed that the 2nd floor setback should be <br />required and the need to better address the parking in downtown. <br /> <br />Janet Russell, owner of Creative Framing, located in 916 Main St., Louisville, CO <br />discussed why the windows should be changed, the need for business expansion in the <br />downtown Louisville. <br /> <br />Michael Menaker, 1827 Chokecherry, stated he feels that Ronda Grassi has already <br />done several things that are good for Louisville, especially for the downtown area. He <br />requested the Commission approve the project so she can move forward. <br /> <br />Applicant Presentation and Commission Questions: <br />Sheets expressed concerns with the FAR for downtown and her understanding the <br />Downtown Design Standards and Guidelines for the Core and Transition areas of <br />downtown. She stated she had no specific questions. <br /> <br />Tengler inquired which neighbor would have the shared trash area and what Grassi <br />planned to do with the interior. <br />
