. City of Louisville

Planning Department

To:

MEMORANDUM
BRaD committee members

From:

Gavin McMillan, Planner II

Subject:

Louisville Parking Study

Date:

June 1, 2008

INTRODUCTION

In December of 2008, Planning Staff met with BRaD to discuss the possibility of
amending the amount charged as a fee-in-lieu of parking. At that meeting, and at a
subsequent special meeting in January of 2009, BRaD committee members requested
more information on the current state of parking in downtown Louisville. The committee
also requested that staff provide information on how other communities handle parking
downtown.

To comply with these requests, Planning Staff completed a Parking Study for Downtown
Louisville. The study was completed to address three questions;

1. Is the current parking requirement ratio for downtown (1 :400) appropriate?
2. What, if any, is the appropriate fee-in-lieu of providing parking that should be
charged downtown?
3. If additional parking is required to meet future needs, where would it make
most sense to locate it?

A map of the study area and an overview of the work plan and methodology are included
as Attachments 1 and 2. The Executive Summary included as Attachment 3 provides a
synopsis of the key findings of the study. Staff has also included a synopsis of how
downtown parking is handled in Golden, Boulder, Loveland, and Washington DC.

A great deal of data has been gathered for this study. Staff is presenting this information
in the June packet for BRaD review. We will be available at the June 1 meeting to
answer any additional questions and gather your feedback. Staff will return to the July
BRaD meeting with specific policy recommendations for your consideration and
discussion.

ATTACHMENTS

Attachment 1: Study Area Map
Attachment 2: Work Plan and Methodology
Attachment 3: Executive Summary
Attachment 4: Downtown Parking in Boulder, Golden, Loveland, and Washington DC

749 Main Street .
