City Council
Meeting Minutes
April 20, 2021
includes the basic project we agreed to, but Option 2 is a significant cost increase and a
different scope from what was originally approved.
Mayor Stolzmann stated these changes to the plan are about ensuring our police force
has the training and resources it needs to meet the current needs of the community. She
stated she is concerned continued delay will mean even more increased cost.
Councilmember Leh stated Option 1 is pretty much what we anticipated in this project.
Option 2 offers some nice amenities including a new community space however he would
like more justification for some of the items in Option 2.
Mayor Pro Tern Maloney stated he supports Option1 as it includes items we know we
need. However, if we want to discuss Option 2 it should be done as a part of the CIP
discussion to be prioritized with all other CIP projects in a normal budget cycle.
Council directed staff to move forward with Option 1 and then the additional work in
Option 2 can be brought forward in a regular budget cycle.
SOLE SOURCE CONTRACT BETWEEN THE CITY OF LOUISVILLE AND KIMLEY-
HORN AND ASSOCIATES FOR CONCEPTUAL DESIGN AND COST ESTIMATION
Director Kowar stated staff is recommending City Council award a contract for
professional consulting services for Conceptual Design and Cost Estimation to support
TMP Underpass Ballot Measure activities for a cost of $200,000 to Kimley-Horn. The
professional services agreement is for conceptual design and updated cost estimating for
five of the six locations being considered for a TMP Ballot Measure.
Public Comments - None.
MOTION: Councilmember Brown moved to approve the contract; Mayor Stolzmann
seconded the motion.
VOTE: Motion passed by unanimous roll call vote.
MIwo-Ai1101N01W&IN4101:40
None.
COUNCIL COMMENTS, COMMITTEE REPORTS, AND IDENTIFICATION OF FUTURE
AGENDA ITEMS
ECONOMIC VITALITY COMMITTEE - no report
FINANCE COMMITTEE - met yesterday and discussed the final Capital Improvements
report from 2020 and the final 2020 fund revenue statements.
