The draft policy is listed as an attachment to staff's memo and include additional <br />suggestions made by Council. Staff is seeking feedback on the following: <br />Does the Utility Committee agree with the criteria outlined in the policy? <br />Are there any additional criteria that should be considered? <br />PROJECT UPDATES: <br />SH42/Griffith <br />The scope of work includes undergrounding on the west side of SH42 and west on <br />Griffith to tie into new underground lines serving the development north of Miners Field. <br />The City received a formal construction bid from Xcel for $968,200. The City also <br />received an estimate of $73,000 from CenturyLink and $120,000 from Comcast to bury <br />their lines at this location. $968,200 will be deducted from the City's 1 % fund by Xcel <br />and the Louisville Revitalization Commission has agreed to contribute $170,000 for <br />telecommunications with Comcast covering the remaining $23,000. The project total is <br />$1,161,200. <br />The City executed the scope document provided by Xcel on April 6 and will move <br />forward with construction. The estimated timeline includes: <br />• Complete plan/profile for CDOT permit (6+ weeks) <br />• Submit to CDOT for permitting (4-8 weeks) <br />• Secure all easements (TBD) <br />• Construction (mid to late summer) <br />809 Main <br />The scope of work includes the alley between Main and Lafarge and Walnut and South <br />and the alley between Main and Lafarge and Walnut and Pine. The City has requested <br />a formal construction bid to underground both areas. Xcel provided an initial estimate <br />between $350,000 and $600,000 with an additional $55,000 for CenturyLink lines and <br />$120,000 for Comcast lines. Staff recommends including a substantial contingency <br />based on past issues with Xcel estimates. <br />The initial request came from the redevelopment of 809 Main. The alleys in this area of <br />downtown are some of the few where commercial properties are still serviced by <br />overhead lines and have experienced frequent damage and repairs. <br />Staff met with a Project Manager from Xcel and was told that undergrounding in this <br />location could be difficult due to limited space. The City called in utility locates and <br />walked the site with Xcel to determine if there is an underground route available. Staff is <br />currently waiting for a write-up from Xcel that identifies the challenges related to this <br />
