City` <br />Om Louisville <br />Open Space <br />Open Space Advisory Board Meeting Minutes <br />Wednesday, February 10, 2021, 7:00pm <br />Electronic Meeting <br />I. Call to Order <br />Jessamine called the meeting to order at 7:00 pm. <br />II. Roll Call <br />Board Members Present: Jessamine Fitzpatrick, Peter Gowen, Helen Moshak, David Blankinship, Tom Neville, <br />Charles Danforth, Laura Scott Denton, Anneliese Steel <br />Board Members Absent: none <br />Staff Members Present: Ember Brignull, Nathan Mosley, Rob Zuccaro, Ginger Cross <br />III. Approval of Agenda <br />Jessamine approved the agenda without revision. <br />IV. Approval of the Previous Meeting's Minutes <br />Peter moved to approve the minutes as written. Thomas seconded. The motion passed with 8 votes. <br />V. Staff Updates <br />See updates provided by Ember on pages 17-19 of the February 2021 OSAB Meeting Packet. <br />A. Nathan reported that he has received board member questions about the status of the Mayhoffer properties <br />that are currently on the market. He reported that talks with the County are still actively ongoing and the <br />discussion of the Coal Creek Trail alignment is a particular point of discussion. He reminded the board <br />that the properties in questions do have substantial legal conservation protections in place, so that any <br />significant alterations of the properties are not possible. Helen asked if the protections preclude a massive <br />house being put on the Roberts property. Nathan wasn't sure what the exact limits are. <br />B. The Hillside HOA fence replacement has been completed without significant issues. <br />C. Nathan has received citizen questions about a camera at the Davidson Mesa parking lot, due to recent <br />break-ins. There is not a budget for cameras, but Open Space is working with the police department to <br />come up with alternative solutions. <br />D. Nathan directed the board to the new City Open Space/Trails KPIs in the packet on pages 12-15. <br />E. Nathan offered kudos to Ember for her work on closing out the 2013 flood FEMA grants. <br />F. A $250k water -improvement grant has been submitted for trail improvement at Davidson Mesa. David <br />asked whether this would include a formalization of the down and up social trail on the northwest side of <br />the Mesa. Ember said that this is a re -grading of the existing crusher fines and does not include the down <br />and up section. It does expand the width of the Ridgeline Trail along the northwest edge of the Mesa. <br />G. Helen asked about the Wayfinding signs. Ember said she has reached out to Lafayette to ask them who <br />did their signs and she is working with a map contractor to update the Wayfinding network trail map. <br />VI. Board Updates <br />A. 2021 OSAB Goals. Presented by Jessamine Fitzpatrick, OSAB Chair. Due to the high volume of the <br />agenda, and Jessamine's interest in integrating staff s goals with the board's goals, she will postpone this <br />discussion item to March. She asked for input about the process from board members. <br />B. Charles and David worked with Deborah Ayers to consult on the Loops in Louisville trail <br />recommendations. Ember added that the plan is to add to these initial three loops, and plans to do an Rx <br />program with local medical providers. Charles likes the idea of the loops progressing from short to longer <br />trails. <br />
