City Council Legal Review Committee <br />Meeting Minutes <br />April 26, 2019 <br />Page 2 of 2 <br />Councilmember Leh noted there should be language that sets expectations of <br />how the complaint will be handled. He noted this is not an appeal process for a <br />judicial ruling and nothing here would change the decision of the judge for a court <br />case. <br />Councilmember Leh asked language be included to note the person submitting a <br />complaint will not be retaliated against for doing so. <br />Staff will make the changes to the form and that version will be used for Council <br />consideration. <br />Councilmember Leh moved the Committee recommend approval of this process <br />and form. Loo agreed. <br />DISCUSSION ITEMS FOR NEXT MEETING: SUBDIVISION ENTRYWAY <br />IMPROVEMENTS <br />Councilmember Loo noted the complexity of this issue. She stated the LMC <br />doesn't cover private individuals taking care of the right-of-way. The question for <br />the Committee is do we want to entertain changing the LMC to require property <br />owners to maintain the right-of-way. <br />Councilmember Leh suggested we should wait to see how the Parks Board <br />addresses this issue first and then determine if the committee has a role to play. <br />Members set the next meeting for early June and the topic will be scheduling the <br />evaluations for appointed officials. <br />ADJOURN <br />The meeting was adjourned at 11:03 am. <br />3 <br />
