Councilmember Dickinson stated the City will fly <br />the Juneteenth flag this weekend in two locations. <br />Vote: All in favor. <br />DISCUSSION/DIRECTION - UNDERPASS COST ESTIMATES & <br />PRIORITIZATION, FINANCIAL CONSIDERATIONS, AND POSSIBLE <br />BALLOT LANGUAGE FOR POTENTIAL TRANSPORTATION TAX <br />City Manager Balser stated the goal of the discussion tonight is for Council to prioritize <br />the list of possible underpasses and determine a dollar amount to include in the ballot <br />issue for residents' consideration. <br />Director Kowar noted the presentation shows six underpasses at roughly 10% design and <br />includes estimates for the cost for each of those. Cost estimates include right-of-way, land <br />costs, and other improvements. Staff also added a 50% contingency number and shows <br />costs for inflation depending on when they are built. <br />Director Kowar reviewed each of the underpass designs and costs. <br />The Main Street and South Boulder Road with design with contingency costs is estimated <br />to be $19.8M. <br />Hwy 42 & South Street is estimated at $9M with contingency costs. This design includes <br />upgrades to the larger area and would close one block of Spruce Street to traffic. <br />Members noted some concerns about the traffic changes. <br />Mayor Stolzmann noted that design details will be decided on later after a full process <br />including input from residents and boards. <br />Via Appia and South Boulder Road is estimated at $4M with contingency costs. Director <br />Kowar noted this design is meant to be a regional trail connection and does not line up <br />with the intersection and transit. <br />Bullhead Gulch is in a new location is estimated at $5.8M. The new location is in line with <br />the trail coming from the Hwy 42 underpass. <br />Dillon Road and the Powerline Trail is estimated at $9.6M and includes paving the trail all <br />the way to the US 36 Bikeway. <br />South Boulder Road and Hwy 42 is estimated at $5.4M. <br />
