The adoption of such a program will <br />promote the importance of energy conservation and compliment current City <br />based programs in recycling, storm water management, and water conservation. <br />The three part scope of work is estimated to cost $45,000. <br /> <br />The Planning and Building Divisions have initiated the review of existing Boulder <br />County green building models and have actively engaged public officials and <br />stakeholders in the review of those models. It is the desire of the Planning <br />Department to hire outside professional services to assist the Planning and <br />Building Divisions in the design of a public involvement process. The following <br />four goals will be achieved as an outcome of the public involvement: <br /> <br />1. Maxim ize the input of residential property owners, and non-residential <br />business and building owners. <br />2. Communicate the fundamentals of building science and cost effective <br />methods of increasing energy efficiency of the building envelope. <br />3. Design a regulatory framework whose components encourage energy <br />conserving construction based upon value added to the owner. <br />4. The administration of a green building program shall not generate a <br />negative fiscal impact on staffing resources. <br /> <br />The scope of work is divided into three parts. Part One provides for a <br />comprehensive public involvement process. Staff has initiated contact with <br />multiple stakeholders which are seen as valuable resources in this process. <br />Without exception, all stakeholders have expressed interest in participating. <br />Public input received in Part One will define the basis of a 'preferred policy <br />position'. Part Two of the scope will package that policy position into a draft <br />program framework. A formal public hearing process will then commence before <br />the Planning Commission and the City Council. As an important follow up to the <br /> <br />22 <br />
